slow down comprehension if they state nothing like the obvious: "we increment the counter".

Worst case for me was in an inherited procedure several hundred lines long utilizing about 20 non-trivial arrays (pre-vfp...) in 4 different comments a functionality was described without naming the needed arrays detailed. Turned out that this functionality was removed from the source without touching the comments.
