It is possible, but I've never seen gmail care where I've logged in from. I've probably logged in from about 30 states over the last couple of years.
I'd be real suspicious if the emails have links in them. Make absolutely sure the underlying links are to google.
I'd give real high probability that those are just fishing Emails.
