In 2010 I went to Patagonia for a couple of days, in my way back I did not realize until I arrived to San Francisco that the plane to Vancouver was scheduled for like 8 hours later, so I decided to visit downtown, but to make the story short, there was an incident with the police (so many appeared from nowhere!) and a couple of guys, the train was stopped in the station for like an hour (they were trying to find one of the guys, they've got the other) so I was afraid of some other delay in my way back to the airport, so I cut my visit short, I just walked around, bought some souvenir for my daughter and have some lunch, but the little I saw I liked it .

As for Buenos Aires... I can tell you many stories, no doubt is not a safe city, several years ago We traveled there with my wife's ex-boss and her husband, and I was dead worried all the time as we were the "guides", fortunately nothing happened and they liked Buenos Aires (and Mar Del Plata, another city we visited by chance, for when my wife was preparing the trip and mentioned it to someone in Buenos Aires, they ask my wife's boss to be a speaker in a conference that was happening there (she is a very well known Multiple Sclerosis researcher who travels around the world as a speaker), and it was great for I was born in Mar Del Plata so I've got the chance to visit it :)

I agree that no place is truly safe, but for my part, even living in one of the more unsafe places in the world (well, having some Andalucian blood in me I should be allowed to exaggerate a little while talking about Buenos Aires) I never felt the need to have a weapon.
