Seriously, if SQL Server is slowing down my first thought is to add RAM. Also, if you aren't using 64bit, use it (and RAM). Both make serious performance differences. And yes - if that means a new box that handles more RAM, get it.
How big is your database? How many records are in the table you are trying to full text index on? I'm not an expert on the internal limits of SQL Server, but I'd be suprised if you were really hitting limits.
