I too ran into this problem and attempted to add the files that dcom98.exe includes into a InstallShield installation. Didn't work. Dcom98 creates a log file in its own directory, I don't recall the name, but it wasn't hard to find. Anyhow, simply adding those same files to my installation didn't do any good. I am now requiring users to install dcom98, don't have to reboot then install my vfp6 .exe program, then reboot.
Not pretty but it works.
