I think we have to start looking at the user's task first. Correct. But then find a way to make it better, both for him/her and the management.
Then we design the data structure.
Sometimes we need an input screen for the user where s/he can stream in the data a quickly and savely as possible without bells and whistles and a manager screen for the finer points like queries, trends etc...
