I just tried it. Outlook web does not lock zoom. It resizes the reading pane. If the browser window gets smaller than that, it just cuts off what it displays and a scroll bar is shown. When I zoomed to 200%, everything go larger.

>This causes us a lot of problems in contained applications, where users are moving it up to 125 and after complaining that the images are completely not looking good and everything disaligned. Some of them changed it because they thought it was cool and some others changed it by mistake. Then, after, "Oh, you're right. I didn't realize I had adjusted that setting. Now, I see everything clear.". And, as a matter of fact, I also have the same thing here. This is good for non contained Web sites. But, when this is a full application, similar to Outlook, for example, I doubt it would make sense to stretch everything. As a matter of fact, is Outlook supporting that? I know Word supports it, but at the text level only. This is what we add for support inside those applications. Like in here, treeview and message body font size can be adjusted. But, the rest should remain as is. The problem is that over support by some browsers. This is where the conflict occurs.
