You can do this with VFP - but you'll need a 3rd party tool (like an activex) to send SMS messages to phones.

Again this is possible with VFP. How involved this becomes depends on what it is you want to track and when. Do you want live-GPS tracking, or do you just want to know things like the total miles driven?
If you're trying to solve the infamous "traveling salesman" problem -

There isn't going to be much of a difference to do these things between VFP6 and VFP9 - but you might want to consider upgrading to VFP 9 anyway.
