I'd put Xamarin at or near the top for currently available dev environments of cross-device/OS apps. But for creating Android-only, doing that via Xamarin (or Phonegap or Titanium) compared to the tools closer to the OS/VM combo found there (Java, either via Eclipse or Googles new IntelliJ based tool) seems more indirect and not the best choice to me - similar to preferring Java for targets *only* in Win space. One possible exception I considered might be better support to external/elusive printers via Xamarin - no idea on that over here.
