I don't know of any steps other than the basics:
(1) Create a project to hold the files, or several (one for html, one for css, etc.)
(2) Create the folder layout you'd like.
(3) Add existing items to the project.
(4) Re-arrange.

They should appear there in your project after being added. By putting them in their own project they can be included in several solutions. And with default registered viewers, just double-clicking should launch them.

Is there some other issue you're having after doing these steps? Maybe I don't understand.
