FWIW, it did happen. :-)
I don't know what I did to create the condition. It may have been through a combination of logging in with my mobile and then back to desktop after collapsing, expanding, etc. But I cannot reproduce it right now. If I do later I'll post.

Relates to the first point.
My reasoning:
That gray area is wasted space if the individual 10s panels are all collapsed. I could reclaim two+ inches of desktop by recovering that screen real-estate when they're not in use. Also, having the area resized when items are collapsed would remove the issue on my mobile device of not being able to update (because the Save/Cancel buttons are right-justified under the gray area),
