Went back to my local project, checked out that file, made an insignificant change and checked the file back in, which I knew would force the shadow folder to get a fresh copy of this file. After this went back to the shadow folder project and tried to build again and this time it worked! So somehow that form got weird (even though I could open it and nothing looked bad) but refreshing from vss did the trick.
