SET COLLATE, in particular, would be my first step to check because a) it causes different indexes to be used in the process and b) there have been a few bugs in the past in VFP where the binary conversion of just a few values was broken with another collate sequence than MACHINE.

I've been trying that, but it's my first time using Process Monitor. Is there a way to see what file it's actually looking for?
What I did was put a wait state in on the record before it fails and the record where it fails and grab the list of open files to find differences. It showed one temp file open in the case that works, but not the failure. Whatever it is isn't a table, since I tried to match it to the LIST STATUS output.
