Yes, it will matter. VFP is not designed for long-distance data access. What you're talking about is a WAN environment.

There are ways to mitigate the issues. Use Terminal Server located at the same place as the data and use that. Or, use a web app. But remote data to a desktop VFP app is asking for trouble.

The reason the customer is asking this is that they are thinking about moving my VFP 9 app to the server in another state (I am in Massachusetts and the server will be in Penn state). And they want to be sure that the physical distance will not be a problem.
