Each ShellExecute() is a separate print job, as is a VFP report. Also ShellExecute() is asynchronous process. As result, there is no guaranty that print jobs will be created/printed in any particular order.

That is, the VFP reports are printed first, and then PDFs. If I put a SET STEP ON and stop the program after the first ShellExecute, the PDF seems to be printing right after the first VFP. What makes all PDFs to go to the end of the printing?
