div tags are used to separate areas of the page. It's perfectly ok to do it this way.

BTW, the HTML 5 standard says to use all lower case, so it's div, not Div and not DIV

Perhaps mistakenly I thought that when designing in HTML5 the Div tag is only used for small sections within Section tags. So does this make sense that this designer use Div tags and then Section tags within the Div?
