I am not sure if free tools to make videos are available. I personally use Camtasia to make training videos. There's one thing to keep in mind. As long as the person making the video is not aiming for perfection, doing videos with Camtasia or any other tool is very cheap.
Then those could be packaged and sold as a bunch of videos for a fair price.
