I think what Hugh means here is that Rick wasn't saying that Bill did not frequently post on technical issues but only that this was the first non-technical one with which he was in full agreement

(and interestingly enough was on of the only sentences in a non-technical post by Rick that i found understandable and reasonably lucid :-)
