Please make sure that you do indeed see the pixel "poking into" the header and footer. When the object is selected, the "handles" are a few pixels taller/wider than the actual endpoint, so you need to take into account that bit. See attached screen capture. The 1-pixel intrusion into the header and footer bands are circled in red. Example of "handle" you see when object is selected is circled in blue. You'll notice in this screenshot that I've included two sets of vertical line and box. One set is displayed as not selected, and the other set shown in selected mode with "handles" displayed. Since it's often hard to see a single pixel, you could put in a box, position and resize so that it extend just into the header and footer bands -- then resize it later so that it is only 1 pixel wide (hint: don't use the corner "handles" as you could accidentally change the vertical size -- you can use the handles on left and right edge or simply use the CTRL-LEFTARROW key combo to resize the width of the rectangle).
