It is. But the enemy exploits that natural urge and entices people to sin.

Organized religion has harmed many things. But it is not a failing of God that this has happened, but a failing of men. Men do not pursue the truth, and to the point of admitting if they were wrong, rectifying their wrong actions, correcting false paths, bad ideas, and then reverting to that which God had given man to pursue. Such a walk requires a true pursuit of the truth, and ultimately a grand effort of years (the rest of their life) of devotion. Most people don't want to put in that much effort, and are content to "read headlines" or "get the scoop from a friend or family member" ... such leaves them wanting because in that translation the enemy twists and distorts, leading people falsely.

God is never unfaithful. He never leads people to do wrong things. He did not make mistakes when He created man to have those urges in the teenage years. What man is unwilling to do is have the foundation there from the earliest years that such impulses, while they exist, are not to be acted on, but are to be controlled, giving us the opportunity to draw nearer to God as it requires much prayer to overcome. Yet many young men and women do overcome and remain virgins until marriage, and are faithful.

Each person will choose for themselves what they will do. God has told man what He's setup, what He expects, what the consequences are of not following things naturally in the manner He has setup, both in the world and eternally, and that He is willing to forgive all at any point if we'll turn back to Him in repentance. No man is going to Hell unaware. Every one of them has full knowledge that what they're doing is contrary to God's guidance. But it is each man who decides for himself.

It is not a failing in God, or in God's teachings, but a rebellious heart condition of the man which leads him to sin. God was always there. Always guiding rightly. Always teaching correctly. Always able to pull that man out of a quagmire of sin. It was the man who rejected God, not God rejecting the man.
