I prefer to create my menus programmatically using an object-oriented menu system. It gets around the Menu Designer problems (although it means writing some code since there's no visual designer) and makes it much easier to create flexible menus such as you need with localization. Check VFPX: there are several menu projects there including the one I use: OOP Menu Project.
