IIRC what gets stored in the timestamps is in terms of local time rather than Universal Time. so you're apt to run into various issues when dealing with different timezones. Yet another twist to things is how file timestamps are being handled. IMHO Universal Time would be the way to go (at least internally) as it is independent of region, and would be easier to reconcile them across timezone.
