I assume this because he was told to not to pursue the suspicious person, instead to stay put and wait. But he disobeyed the command. A properly trained person would have considered this command above his own judgment, because he was alone, unlike a normal police officer. Or the training, if it happened, was not done properly. In either case, this was a result of lack of good judgment, most likely because of lack of training and/or lack of experience.
Accidents happen because of mistakes. A mistake must have happened, otherwise there would not be a dead person. I believe wrong judgment and wrong action has happened.
