How to arrange icons on desktop of Windows 7

But when I right-mouse click on the desktop and select Sort by Name they are not really sorted by name. What am I missing? TIA

You can create folders on the desktop and drop shortcuts in there.

There is also a terrific free utility called Fences I've been using for years that lets you create areas of the desktop to hold groups of short cuts.
