Likely true. A coordinated EMP attack on North America (or Europe) could easily reduce the continent to nothing more than random groups of survivors hunting for food (after mass starvation from the collapse of transportation and farming). Whomever was responsible for the attack could hold the rest of the word hostage and helpless with the threat of more attacks.
