There are various forms of that both federally and in individual states that are designed to placate the populace that dangerous people don't get put back on the streets. Three strikes you're out, etc.
Generally these programs and statutes are useless as they are overturned/overruled/otherwise circumvented, allowing these kind of creatures out among law abiding people (sheep in their eyes) again.
I'm a firm believer in three strikes - you're dead. That's for crimes less than murder, rape, molestation, etc.
In those cases - strike one - BANG!
