It is not a law in itself that is the problem, but it is the way how a society deals with firearms altogether. For instance if you grow up in the US, it is very common for a person to deal with a gun in one way or another. While in other countries it is extremely uncommon for persons even to touch a gun once in their lives.

FWIW, for large swaths of US society, it's extremely uncommon to ever touch a gun, too. I'll be 55 next month and, AFAICR, I've never handled a gun. One of my kids once got to shoot some kind of rifle at Scout camp. AFAIK, the other has never touched a gun. That's quite typical in the community where I live.
