The secrets part, sure, no ambiguity there, every dirty trick these guys played was labeled secret; they must be very paranoid, on a large scale, to have millions of secrets. The unsolved part in applying the definition of treason to this case is "who is the enemy". So, I read "irrelevant" as "just about anyone who gained access to these secrets". Which is the whole Earth, plus anyone out there in the rest of the Universe who may show an interest.
