Common sense is enough ... Just look at how much revenue you can make per user per year (about $600), thus how many users you need to pay your bills, time, advertisement, rental, clerks, your work and make profit.

Can't tell you where we got the number of developers from, what I can tell for sure it's conservative. Nothing to do with the number of licenses sold.

Though I'm sure the Fox team has made some research on 'real' developer counts, I doubt they chose the good rationale to defend VFP against those at ms who had wanted, for almost 10 years, to kill it.
