I remember having the same problem.
I think it was due to the regsvr32.exe that wasn't available.
This is especially for Windows installation earlier than sp2 or something.
So if you supply the regsvr32.exe together with your setup you shouldn't have the problem anymore.

And maybe you have to register some DLL's after your setup has run.
As I recall you can specify in Installshield to run an exe after having completed the setup.
