Ur - ***perhaps*** beyond reasonable doubt now that non-Assad side has been hit (replacing biological with chemical).
Still pretty reasonable that those chemicals were fired by the Assad side and not by non-Assad to force UN/world reaction.
But to assume that that was done on Assad orders - for me not beyond reasonable doubt.
As such an issue can be found out probably only down the road if Assad is gone (keeping in mind winners rewriting history) I'd also argue for action, but with less certainity.
