As for coalitions, it's interesting France seems to be even more hawkish than Obama over this. That's actually not a shock. Historically, France is always a bit unpredictable.
Sure, there are all the jokes about the French....but remember the 1983 attack on the Marine barracks in Lebanon that killed roughly 240-some Americans and close to 60 French. The U.S. did ZERO in response, even though most everyone (save for Weinberger) had a strong belief it was Iranian-supported Hezbollah. France, however, actually launched an airstrike in the Bekaa Valley in retaliation. That incident really underscores the quintessential difference between Reagan's "legacy" and actual history.
I'm not playing favorites on France vs the U.K., but the French certainly get my mark for their views on nuclear energy :)
