It may well be true that various agencies have been able to access any system, any time for quite a while but if so that capability was not widely known. Now, many rank-and-file IT professionals are uncomfortably aware, and I'm starting to get hard questions from clients.
These issues will affect how apps and solutions, and the infrastructure that underlies them, are architected. If you're a developer, a sysadmin or both, you're going to need to get a handle on this.
