I think the government's role with respect to labor and employment is to set a baseline, to say "these are the fundamental rules of one person employing another, as a matter of human dignity." Then, if individual employers want to go farther, that's fine.
We can then argue about what those fundamental rules should be. We have some already:
- No work without pay (and the Supreme Court actually got one right this year, in their internship ruling);
- No employing children;
- Overtime work requires extra pay;
- etc.
The question is whether a certain amount of paid vacation and a certain amount of sick leave should be considered fundamental.
