The map area (FRAMERMAP) looks OK (~ 1/3 of height ?) and I can see that you are assigning the remaining height to the MESSAGE element (with a 24px adjustment) - just doesn't appear to be working. If nothing has changed at your end then it's some IE quirk here. I'll dig a bit more if I find time....
