Yes, 1/3 of the height but that is adjustable in Settings\Settings\Upper frame height in percentage.

Those two are adjusted simultaneously. What is strange is that it seems to work on the first one only. I would recommend reinstalling IE over or testing IE from another PC to see if you have the same situation.
