Amazingly enough, had to fill out timesheets for the State, even though my time was already paid for, so the higher ups could know how to 'bill' my time - even though we really didn't bill my time, my position was already coming from that customer area's budget.

The other place was so they could 'track' how long it took to do a task.

Both places were very much enamored with the whole '8 hours billable/day' thing - which is fine when you have enough tasks to keep you busy, not so much when you don't yet you still need to find somewhere to put time.
