Well, if a registry setting has to be changed, then some process has to have enough privileges to be able to do it. There's no difference between a .reg file, doing it manually in RegEdit or building a little VFP utility that does it.
Probably the main difficulty with .reg files is inability to distribute them via e-mail etc. as they typically get blocked by AV.
