Do you have any more information about this "closed" PC? Is it a locked-down conventional workstation and you're running with limited rights? Is it a thin client and you're actually accessing a virtualized desktop on a server somewhere?

If you can test some of these suggested solutions on another PC and they are fast, then it's an issue with the particular environment. In that case you'll have to talk with their sysadmins. Could be things like inadequate permissions to temp file folders, aggressive antivirus, slow network traffic, ...
