24 hour format not respected in Windows Explorer

I have set the time format to be in 24 hours on a Windows Server 2008. This is shown correctly in the task bar. However, in Windows Explorer, I see it shows 11:50 instead of 23:50. Is there a separate locations that this one is dependant on?
