I searched for that and found this Santilli character.

I don't think that's saying the same thing I am.

He uses a "cold medium" to produce the redshifts.

I am saying that the redshift happens on long trips between electrons. Since its looking at the single jump of a photon from a single electron to another single electrong, the empty space in between is a true vacuum.
