Phil is is not both parties that have done this - it's the republican party that is to blame for this mess.
It is very simple.
Bill passes congress
Bill is signed by president.
Bill becomes law.
Republican party doesn't like bill - so challenge in supreme court to see if new law is constitutional.
Supreme Court says law is legal.
Republican's still don't like law - so they shutdown government.
You see the republicans are trying to "negotiate" on something that's already happened.
