The counties made their decisions based on the largest area of commerce nearby. We border states that are on Eastern and Central. Some counties didn't want to change time during the summer so they stayed on Eastern Standard Time. Others were on Eastern Daylight Time. Others were on Central Standard Time. Others were on Central Daylight Time.

The counties made those decisions based on what the larger cities nearby did, such as Chicago, Louisville, Cincinnati, etc., the ones just over the borders.

Today we are mostly on Eastern Daylight Time (since 2007). Still some odd counties though.
