Perhaps once upon a time they were different (in FP 1.x when reports were tab-delimited text files, maybe). Since FP2.0, frx file is a table, and I think there's perhaps one logical field somewhere in the header record which makes the .lbx differ from .frx. Anyway, the syntax stayed, but internally they are pretty much the same, so you can say

report form blabla.lbx

and the runtime will divine the difference between frx and lbx from the header and will know what to do.
