I have come to realize over time that I don't really have such a strong desire to provide as much compatibility with Visual FoxPro as I did when I started.

The reasoning is two-fold:
(1) Almost every English speaking Visual FoxPro developer I've encountered online hates the idea of Visual FreePro, and
(2) Visual FoxPro did some things wronly, and pursued some paths that I liken as "the Microsoft way of thinking," which I desire greatly to never be a part of in those things to which I can directly control (such as Visual FreePro's design).

All executables will be BXML files (binary XML). It is an XML format, but one which uses attributes like this:
<bxml>
    <name sample:8=Hi, mom!/>
</bxml>
The ":8" indicates length of data, so the attribute data does not need quotes. Also, there is no data between tags in BXML, but all data is stored in attributes. As such, both source code and executable code can be published in a single BXML.

Anyone can use it.

The source code is and will be freely available. You can find it here (James 4:15): https://github.com/RickCHodgin/libsf and https://github.com/RickCHodgin/libsf-full (includes my 32-bit operating system source code, and the full development history dating back to July, 2012)
