Yes, it is.
As Kevin pointed out there's rampant theft because the IRS's enforcement capacity has been systematically gutted by congress.
The sequester made things worse.
From what I've read, corrupt tax preparers who share in the proceeds are the most egregious offenders.
With hundreds of billions flying out the door, the ROI potential for increased enforcement is obvious.
Anyone who does not go overboard- deserves to.
