...and I completely agree. But, this is old stuff not converted yet to the new infrastructure and once it will be, it will be part of our regular Windows Service tasks.
But, the most important part I believe is the account used to stop and start those Windows Services which is the same account used to run the Web site. Thus, the account is going off scope for the time of those 26 operations and I believe it creates a side effect towards the Web site on other hits done by other users.
