The final answer from WinZip is this is a bug in their current version. The Event Viewer log is caused by the manifest file for Add-in Express, which is responsible for making ZipSend features be available in Outlook. This is a known issue by the company that provides Add-in Express and they have stated that it is not a serious error and it will not cause any harm to your computer or programs.
