VSS is increasingly popular as the underlying technology for various types of backup and data syncing utilities, both from Microsoft and from third parties. It's a necessary part of Windows, don't disable or try to remove it.

You're right that it's important to know what backup jobs run that use VSS, and the times they are active. AFAIK only one program at a time can use VSS; if a second tries to simultaneously use it, the second will fail. So if there are multiple tasks that use it they must be scheduled so they don't overlap.
