As a follow up to this, when I confirmed the installation to be done on app servers, three were identified. The first two installations went well. So well, that it did not include a pre-requisite of .NET Framework 3.5. I even checked the programs installed and it is not there. However, the person who installed it reported that it did not install it yet on the 3rd server because that one forces a pre-requisite to have .NET Framework 3.5 installed. I simulated the same test. The 2nd and 3rd servers are the same. I cannot find why there would be a difference.
